The state that has the highest per capita consumption of alcolhol is Gujarat. It is also the state that enforces prohibition. Sale of alcohol and its consumption are banned.
And of course it is ruled by the religious right - the Modi led BJP government’s claim to fame was the riots in Gujarat last year.
