Last week, that turned into a veritable\nflood. If you look a the graph below, it shows the variance between normal\nmonsoon rains, and what happened over the last one week. Kerala received\n2366.94 mm of rain, that is 42.3% more than normal. With rivers breaking their\nbanks, homes, and roads are unable to resist the onslaught of torrid rainwater.\n<strong><a href=\"https:\/\/www.livemint.com\/Politics\/KEa44LVa9y4d9akniwzh6M\/Kerala-floods-LIVE-Death-toll-rises-to-243-rescue-relief.html\">At\nleast 370 people are feared dead, and close to 8 lakh people<\/a><\/strong> in\ncamps across the state. The state of Kerala,&nbsp;\narmed forces, NDRF, local cops, civil administration, fishermen, NGO\u2019s\nand civilians are putting together a rescue and relief operation that is\nexpected to last sometime. While the rains have subsided, and the water levels\nare seeming to abate, there is months if not years of rehabilitation and\nreconstruction on the anvil. At the time of writing, insurance companies were\nalready looking at <strong><a href=\"https:\/\/www.cnbctv18.com\/economy\/kerala-floods-insurance-claim-likely-to-500-crore-says-report-567131.htm\">claims\ntopping Rs.500 crores<\/a><\/strong>, and these are expected to go up manifold.\nRight now, we don\u2019t even know the extent of damage, or rebuilding that is going\nto be needed.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/calamur.org\/gargi\/wp-content\/uploads\/2018\/09\/a.jpg?w=640\" alt=\"\" class=\"wp-image-6480\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">But, before the Government of\nKerala beings reconstructing it\u2019s decimated infrastructure, it may want to\npause to consider some of the mistakes that it had made during the massive\nexpansion of Kerala\u2019s economy and standard of living over the last two decades.\nWhile heavy rains are one cause of the floods, unplanned development, as well\nas environmental degradation would be the other cause of the great loss faced\nby the state. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since the turn of the millennium,\nIndia has seen, on an average, one large flood a year. In some years there have\nbeen multiple floods in different parts of the country. Assam in 2012, Bihar\n2007, Maharashtra in 2005, Uttarakhand in 2013,&nbsp;\nthe Chennai and Tamil Nadu floods in 2015, the Gujarat floods in\n2005,&nbsp; &#8211; in each of these cases we have\nwatched with awe, as gushing river waters, wash away everything in their path. .\nAnd, each of the cases we have learned that much of the damage could have been\naverted if we had been sensible about building infrastructure. People\ndiscovered suddenly, in 2015, that Chennai airport was built on the flood\nplains of the Adayar river- and that was when the entire airport submerged.\nRight now, we are seeing similar visuals from Kerala. &nbsp;&nbsp;<strong><a href=\"https:\/\/scroll.in\/article\/890735\/kerala-floods-the-inundation-of-kochi-airport-was-a-disaster-waiting-to-happen\">Kochi\nairport<\/a><\/strong> was built on the flood plains of &nbsp;the Periyar river. There is good reason why it\nis called a <strong><a href=\"https:\/\/www.collinsdictionary.com\/dictionary\/english\/flood-plain\">floodplain<\/a><\/strong>.\nWhen the rains batter down, the area floods. These are but two example of\ndevelopment having run amuck on environmental concerns. There are many such\ntales from semi urbanising India. Those who work in rebuilding habitats after\nmonstrous floods have washed away homes would tell you about settlements that\ncome up on floodplains, on homes built next to the river; there are tales of\nbuildings being built without reinforcement, and stories of hills being carved\naway, and trees being uprooted \u2013 to build something new for humanity. Every\nstate has a story to tell about land mafias who indulge in indiscriminate\nquarrying, logging, and building on fragile ecosystems. All this is taking a\ntoll. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong><a href=\"http:\/\/www.moef.nic.in\/downloads\/public-information\/wg-23052012.pdf\">The\nGadgil committee report<\/a><\/strong>, rejected by every state impacted, talks\nabout the fragile Western Ghats and why they need to be protected. Essentially,\nto protect us from the fury of nature. Each state has gone ahead and\ndestabilised an already fragile ecosystem. With the ravages of nature in Kerala\nit is time for the centre and the states to dust out that report and\ninternalise it. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India is a densely packed nation.\nEvery natural disaster takes its toll in terms of lives, and property. With\npeople\u2019s aspirations, more land is demanded for a variety of needs \u2013\nhabitation, industry, farming, energy. As more and more land and other natural\nresources are consumed indiscriminately, the greater the danger to &nbsp;the environment, and the people who stay in\nthat environment. India is poised at breaking out of poverty. Every natural\ndisaster the country faces, pushes people back into earlier cycles of\ndevelopment \u2013 combating basic issues of food, water, and habitation. A Reuters\nreport earlier this year had indicated <strong><a href=\"https:\/\/www.reuters.com\/article\/us-climatechange-hsbc\/india-most-vulnerable-country-to-climate-change-hsbc-report-idUSKBN1GV20Z\">that\nIndia is the country most impacted by Climate Change<\/a><\/strong>. Given the\ndouble whammy of climate change impact, and man made environmental disasters,\nthe building of new infrastructure needs to be environmentally compliant. That\nmeans not trying to block the paths of rivers, or building on flood plains, or\non the slopes of mountains \u2013 it means living as one with the environment, and\nheeding the voices of those who talk about conservation.&nbsp; <\/p>\n","protected":false},"excerpt":{"rendered":"<p>I wrote this for CNBC TV18 Kerala has been facing the onslaught of monsoons since July.
