Last week the National Emergency Response Centre (NERC), released\nfigures on the natural disasters in the monsoons so far.&nbsp; The toll is huge. Not just in terms of human\nlife lost, and suffering, but also animal life lost, agriculture impacted, and\nlife impacted. In none of these areas are things going back to normal,\nimmediately. It is along process of recovery and rebuilding. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img data-recalc-dims=\"1\" decoding=\"async\" src=\"https:\/\/i0.wp.com\/calamur.org\/gargi\/wp-content\/uploads\/2018\/10\/image-1.png?w=640\" alt=\"\" class=\"wp-image-6493\"\/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Source : <strong><a href=\"https:\/\/mha.gov.in\/sites\/default\/files\/Situationreport29_30082018.pdf\">NERC<\/a><\/strong><strong> (<\/strong>This data does not include the devastating\nNagaland Floods)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Looking at the NERC report on the\nfloods, and gauging mainstream media, and social media responses to the flood,\none thing is clear, some floods occupy more media space than other floods.\nWhile it maybe argued that Kerala\u2019s floods being the worst in almost a century,\nnaturally occupied headlines, it is also true that some states by their very nature\nare blackholes for the media.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;What is more is that these floods are an\nannual occurrence in India, as is the loss of lives, livelihood, and livestock.\nEvery year, peoples lives&nbsp; get disrupted,\nand every year they put it back again. In many ways the poverty in many of\nthese states can be explained by the floods. They are forever putting their\nlives back together again, there is no room to move ahead. &nbsp;It almost seems like parts of India are\npermanently in the relief and rehabilitation zone, with very little chance to\nrebuild. And, this is what media ignores on a perpetual basis. Some pointed\nquestions have to be raised. And those aren\u2019t why are there floods; the simple\nanswer, because there are extremely heavy rains. The more basic question that\nis ignored are: why are so many people dying in the floods? Why are so many\nhomes falling? Why is this happening every year? In ignoring the floods across\nmedia dark areas of India, the national media fails terribly. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One of the things that we saw with\nthe Kerala floods, was this immense outpouring of national consciousness. Leave\naside the fringe haters, by and large people opened their hearts and wallets.\nThe Kerala CM\u2019s relief fund received well over Rs 1000 crores in donations. And\nthis does not include the tons of materials given by ordinary citizens to help\ntheir co-citizens in another part of the country. People are helping to rebuild\nhomes, and business, factories and handlooms. And, without the initial media\nthrust, maybe, so much would not have been activated and collected. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">News media must be more than a\nbusiness. As part of the aggregation that makes up the 4<sup>th<\/sup> pillar of\ndemocracy, it has a responsibility that goes beyond being a mere business. That\nis why it has a special status in the structure of modern society. &nbsp;By their very nature, newspapers tend to be\nlocalized to a certain city or geography. While papers may have various\neditions, those editions are restricted to those cities. Some amount of news\nfrom one region may permeate into the edition in another city, and there is a\ncertain amount of news that one consumes from across the country. TV news on\nthe other hand, tends to have the advantage of beaming down on the entire\ngeography. But, given the nature and costs of running news operations, the news\non \u2018national\u2019 news channels tends to be restricted. It is usually politics from\nDelhi, and business and Bollywood from Mumbai.&nbsp;\nRegional channels cover state news. As such most TV news viewers do not\nget a coherent view of India, as most of the country is ignored by national\nnews channels. In fact, given the way most of our TV channels are going, there\nis less of news and more of opinions on the channels. In the great rush to\ncatch a rapidly diminishing audience base, broadcast news picks up from the best\nof soap operas and regale the audience with daily skirmishes with &nbsp;a recurring cast. The topics chosen are\ndeliberately provocative, and mostly irrelevant, and set up people with polar\nopposite views to duel on camera, in a debate with no conclusion. In this mad\nchase for eyeballs, the Nation is left behind. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The reason why we got to hear about\nKerala floods is three&nbsp; fold \u2013 there are\nmany journalists from the state, there is a very strong presence of Malayalis\non social media, and there is a very large diaspora from Kerala that was not\naffected by the floods, and could relay messages of help. And, people helped. <strong><a href=\"https:\/\/www.firstpost.com\/tech\/news-analysis\/kerala-floods-paytm-collects-rs-30-crore-in-a-week-for-relief-rehabilitation-work-5020741.html\">PayTM\nraised 30 crores<\/a><\/strong>, from its 12 lakh users in less than a week,\nfor Kerala relief. The rest of the states may not have the same diaspora\nadvantages that Kerala does, and that is where TV news has a role to play. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At one level a media lens on states\nsuffering from natural disasters will help open new avenues of funding and\nvolunteers, helping the already overstretched state, and centre. At the second\nlevel consistent coverage of natural disasters will hopefully lead to a vital\nquestion being asked, and that is \u2013 why are there so many casualties year after\nyear. Why does disaster planning not include a zero-casualty policy, or why are\nhomes that are rebuilt with state help, wash away the next time it floods. The news\nmedia\u2019s role as a watchdog and as a transmitter of \u2018national\u2019 news has fallen\nby the wayside,&nbsp; and maybe if it focused\non that, it may start getting people watching the news. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>I write for CNBC TV18, on why some floods are more important than other floods.&nbsp; It seems to be the season of floods.
