It is believed that fake news decided the fate of the Americans and led to the election of Trump; it sealed the future of the British, with fake news being able to convince people to vote to leave the European community; it is responsible for lynchings in India, riots in the middle east, political change in Brazil. In short, it has been impacting every nation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While everyone agrees that digital\ntechnologies are great in providing information access to those who didn\u2019t have\nit, it has a flip side. Groups who use fakes to inflame societies, and polarise\npeople, have also found it to be a great boon. And, it is this that Governments\nwant to crack down on.&nbsp; The Indian Government\nhas published a set of rules, for which it has called for public consultations,\nto curb the origin and spread of fake news by making technology platforms more\naccountable for what they carry. According to <strong><a href=\"http:\/\/meity.gov.in\/writereaddata\/files\/Draft_Intermediary_Amendment_24122018.pdf\">the\nInformation Technology (Intermediary Guidelines [Amendment] Rules), 2018<\/a><\/strong>,\nsocial media corporations must remove any \u2018unlawful content\u2019 by removing end to\nend encryption and peek into what people are saying. Will this solve the\nproblem? No one really knows, but it will have an impact on personal freedoms. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a modern world, no country\nexcept China, has deployed successfully the kind of filters and technology\nrequired to required to create a state and society where dissent is low, and\nonline dissent is muted immediately and completely. The Great Firewall of\nChina, as it is called, is the most effective censorship system in the world.\nChina has its own internet, its own social networks, which the government\nmonitors closely, and surveys constantly. It is estimated that thousands of\npeople &nbsp;work for the Chinese government,\nin keeping an eye on what Chinese citizens get upto on the internet. The Golden\nShield Project initiated in 1998, had the sole aim of ensuring that online\nchatter does not threaten the Communist Party\u2019s hold on China. A vital part of\nthe Chinese firewall is the way it monitors keywords. IF you use a banned\nkeyword, your message is gone. As though it never existed. &nbsp;&nbsp;It is a real time monitoring and a\nsurveillance system that could track back every message that originates back to\nthe sender.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When you look at the Chinese\nsystem, and its lack of dissent it is tempting to wonder if such systems would\nhelp prevent mob lynchings, or riots. After all if you nipped a message at it\u2019s\nsource, before it spreads, its ability to do damage to others, and to the\nfabric of society and nation reduces considerably. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, democratic nations don\u2019t\nhave the same luxury of surveillance that China has. And, for India, or any\ndemocratic country, having the kind of surveillance systems that monitors it\u2019s\npeople 24*7 goes against the grain of rights promised to us \u2013 including the\nright to privacy. Also, unlike China who took up the project two decades ago, and\ncould grow the Great Firewall along with the growth in the internet; most\ndemocratic nations are going to begin catch up now. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also, unlike the Chinese system,\nwhere the Government takes the onus of censorship, it seems that the draft\nIntermediary Guidelines puts the onus of filtering, and monitoring on private\ncorporations, that have already run riot with our data, compromising our\nindividual security and privacy beyond measure. The draft guidelines state,\nsection 3(9) : \u201cThe Intermediary shall deploy technology based automated tools\nor appropriate mechanisms, with appropriate controls, for proactively\nidentifying and removing or disabling public access to unlawful information or\ncontent\u201d and this is something that needs to be revisited. Corporations such as\nFacebook \u2013 that owns Whatsapp and Instagram- or Google have millions of\nmessages daily. Unless their systems read each of these messages, and vets\nwhether they are \u2018unlawful content\u2019 or not, it is going to be impossible to for\nthem to follow the law. And, the privacy of ordinary social media users will be\ncompromised beyond doubt by corporations that bend the rules with our data, if\nnot outright break them. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The battle against fakenews is not\nabout curbing the freedom of others; nor is it compromising privacy. And both\nare happening. It seems like good, law abiding, citizens are paying the price\nfor the lies put out&nbsp; by politically\nmotivated deviants.&nbsp;&nbsp; While this may go\nsome way in curbing fake news, it will go a longer way in curbing freedoms.\nAnd, that is not what anyone wants. The solution to fake news is a long\nsystematic one. It lies in media literacy, and understanding fake from true, as\nopposed to mass surveillance and covert censorship. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">George Orwell\u2019s book <strong><a href=\"https:\/\/amzn.to\/2V91zxn\">1984 i<\/a><\/strong>s a dystopian take on a\nsurveillance state, where technology records everything and conveys it to the\npowers that be. In a chilling take on the platforms and technology in this\nworld, Orwell writes \u201cIt was terribly dangerous to let your thoughts wander\nwhen you were in any public place or within range of a telescreen. The smallest\nthing could give you away. A nervous tic, an unconscious look of anxiety, a\nhabit of muttering to yourself \u2013 anything that carried with it the suggestion\nof abnormality, of having something to hide. In any case, to wear an improper\nexpression on your face (to look incredulous when a victory was announced, for\nexample) was itself a punishable offense.
