In the <a href=\"https:\/\/www.indiabudget.gov.in\/es2016-17\/echapter.pdf\"><strong>Economic Survey of India 2016-17<\/strong><\/a>,\nthe then chief economic advisor to the Government of India, Arvind\nSubramaniam&nbsp; had made a case for\nUniversal Basic Income, suggesting that it was a path that needed to be adopted\nsooner rather than later. The Universal Basic Income is a fixed cash transfer\nto every resident of the country. The Economic Survey declared that Universal\nBasic Income&nbsp; \u201ccould be to the twenty\nfirst century what civil and political rights were to the twentieth.\u201d. The\nprice tag on a universal basic income for a nation as populous as India would\nbe back breaking. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There have been murmurs about the\nGovernment veering towards some form of universal basic income, ever since the\nBJP lost the state elections in the Hindi heartland. And, the announcement by\nthe Congress President Rahul Gandhi <a href=\"https:\/\/twitter.com\/RahulGandhi\"><strong>that<\/strong><\/a> \u201cIf voted to power in 2019,\nthe Congress is committed to a Minimum Income Guarantee for every poor person,\nto help eradicate poverty &amp; hunger\u201d seems to be timed to pre-empt the\neventuality of the Government\u2019s announcement. As a political move, it is one\nthat will catch the attention of large chunks of the population.&nbsp; But, the billion dollar question remains, can\nIndia afford it? What Mr Gandhi has suggested is not so much a Universal Basic\nIncome, as much as a targeted cash transfer to the poorest amongst Indians. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;As per the <a href=\"http:\/\/planningcommission.nic.in\/reports\/genrep\/rep_pov.pdf\"><strong>Tendulkar committee (2009)<\/strong><\/a> report\nthe <a href=\"https:\/\/www.indiabudget.gov.in\/es2016-17\/echapter.pdf\"><strong>percentage of extremely poor<\/strong><\/a> in\nIndia stands at 22% or&nbsp;&nbsp; 286 million\npeople. Roughly one in five Indians lives in extreme poverty. The <a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=108291\"><strong>Rangarajan committee report (2014)<\/strong><\/a>\nestimates that 30.9% of the rural population, and 26.4% of the urban population\nis extremely poor. Even And, that is <a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=108291\"><strong>defined<\/strong><\/a> as a Monthly Per Capita\nExpenditure of Rs. 1407 in urban areas and Rs. 972 in rural areas. In other words,\nthe extreme poverty levels are defined as those people living on less than Rs\n47 per day in urban areas, and less than Rs.32 per day in rural India. For a\nfamily of five, this translates into a monthly consumption expenditure of\nRs.4,860 in rural areas and Rs.7,035 in urban areas. if we look at more recent\nfigures, put up by the <a href=\"https:\/\/worldpoverty.io\/index.html\"><strong>World Poverty Clock<\/strong><\/a>, where India\nhas been immensely successful in lifting people out of poverty, &nbsp;&nbsp;the\nextreme poverty figure is estimated at 3.6% of India\u2019s population<a href=\"https:\/\/worldpoverty.io\/index.html\"><strong>,\nclose to 50 million people<\/strong><\/a>. And, between the Tendulkar committee report\nestimates and the World Poverty clock estimates is the population Mr Gandhi\nwould want to address with his minimum income guarantee scheme. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Source : <a href=\"https:\/\/worldpoverty.io\/index.html\"><strong>here<\/strong><\/a><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question remains, can India\nafford it? And, the answer is simpler than it sounds \u2013 can India afford not to\nhave income support for those who live on less than Rs 47 per day? <a href=\"https:\/\/www.cnbctv18.com\/views\/is-it-time-for-a-universal-basic-income-252871.htm\"><strong>In an earlier column<\/strong><\/a> on the\nUniversal Basic Income, this columnist had suggested that given the number of\nshrinking job opportunities for unskilled or semi-skilled labour, UBI would\nneed to be considered sooner rather than later, as a means of staving off not\njust extreme poverty, but social unrest due to poverty.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What would be interesting to see is\nif the minimum income guarantee programme subsumes all other poverty\nalleviation programmes or not. According to the Economic Survey of India, the\nCentral Government already runs almost 950 central schemes that accounts for 5%\nof the GDP. Would the Minimum Income Guarantee scheme be in addition to these\nschemes, or instead of these schemes?&nbsp;&nbsp;\nWhere would the extra money come from to run this programme, and not\nfall foul of the deficit to GDP ratio that India tries to adhere to?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One option is to increase direct\ntaxes. And, there isn\u2019t much space to do that. We are already a heavily taxed\nnation, and the tax base is too small to make a substantial dent on the money\nrequired to fund such a scheme. The other is to rationalise GST, and remove\nmost of the items \u2013 bar those required for sustenance from the 0% bracket, and\ntax them at a nominal amount \u2013 like 3%. Also, the boost to the economy of\nbetween 50 million and 200 million being able to spend on basics, will bump up\nGDP, growth and incomes lifting incomes all around Or that is the theory. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the biggest question is how\nwill a future Government of India define poverty?&nbsp; Which figures will it use \u2013 the accepted\nTendulkar committee figures, the more recent Rangarajan committee report\nfigures, World Bank figures, or something else? Recently, the NDA Government\nwhen it introduced the 10% reservation for economically weaker sections,\ndefined economic weakness as a family income below Rs.8 lakhs per annum. While\nthey may not be defined as living in abject poverty, this gives you a ball park\nfigure below which different groups will agitate for&nbsp; income support. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Be it the BJP or the Congress, the\ntime for income support is here. The thought is out of the genie\u2019s bottle, and\nit will be acted on \u2013 sooner rather than later. If India wants to be a super\npower, it cannot do so with millions of fellow citizens living in abject\npoverty. The time for a social security net, that includes income transfer is\nhere.
