Elections 2019 seems shorn of issues, i write for CNBC TV18<\/a><\/strong><\/p>\n\n\n\n

The bugle has been sounded, and the\nrace is underway. For the next two months or so, the big political parties and\nalliances, in India, will be competing towards getting the big prize \u2013 enough\nseats in parliament to form the Government. The smaller parties will be\ncompeting to get enough seats so that they can have a seat at the table when\npost poll alliances form. And, while the airwaves are muddied with claims of\n\u201cwe are more patriotic\u201d, the fact remains that the underlying issues in the\nelections are neither so simplistic, nor so attractive. The issues are likely\nto be the issues that elections have been fought on in the past \u2013 how well has\nthe incumbent government fared in the last five years; how well has the voter\nfared under them; and how confident are they of a better life in the coming 5\nyears. <\/p>\n\n\n\n

At the top of the election list is\nthe issues of jobs, or rather the lack of them. The NSSO report<\/strong><\/a> that was leaked earlier\nin the year said that unemployment was at a forty five year high, at 6.1%.  The Government suggested, vehemently, that\nthe report was wrong. And, while the Government\u2019s defence may have worked with\nardent supporters, it really didn\u2019t cut ice especially when people knew that\nthey were sitting at home without a job, and worse, without the hope of a job. The\nCMIE<\/a> report<\/strong> that came out\nearlier this month, termed the employment situation in India as\ndistressing.  It\u2019s figures showed that\nthe unemployment rate had gone up to 7.2%   According\nto the CMIE, approximately 397 million people in India were in employment in\nDecember 2018, 11 million people fewer than those employed in the December\n2017.  As someone who teaches post\ngraduate students just before they enter the job market, I am seeing swathes of\nstudents who have not yet been placed. The problem is real, and not something\nthat can be wished away by juggling statistics. And, this will be a real\nresonating election issue, if the opposition can capitalise on it, and tell the\nvoters how they will be able to change the situation. <\/p>\n\n\n\n

The second problem is the rate of inflation<\/strong><\/a>. While the rate\nat which prices have been growing has been dropping, the actual price of goods\nis going up. You see this every day in markets \u2013 vegetables, eggs, meat, grains\nare all dearer than they were. While per capita income is growing, it is not\ngrowing as fast as the increase in aspirations. In 2016-17 the per capita\nincome of Indians was Rs.103,219. In 2017-18, it rose by 8.3% to touch\nRs.111,782 . However, In many families you see a situation where there were\nmultiple wage earners,  now having to\ncope with a single wage, if they are lucky. And the rupee can only stretch so\nfar. While there is data to suggest that this government has managed to combat\ninflation successfully, it has not really been able to communicate this to the\nvoters. A kilo of potatoes that costs Rs.30 is an emotive issue, and that\ncoupled with unemployment is an election campaign issue. <\/p>\n\n\n\n

At third issue, and this may be\nmost problematic for the incumbent government, is the level of rural distres<\/strong><\/a>s. Rural wages have\ngrown by a meagre 3.8% year on year. Compounding this has been the fact that\nthere has been a cut in MGNREGA jobs, as well as the more pressing fact that\nthose who have worked are yet to receive payments. The Central Government has asked<\/strong><\/a>the states to clear the MGNREGA dues by the end of March, but cash\nstrapped states may not be able to deliver this in such a short period of time.\n<\/p>\n\n\n\n

At the core, the elections should\nbe about the state of the economy, and how it has progressed. While there have\nbeen schemes announced, and rolled out, roads built, and statues erected \u2013\ngovernments aren\u2019t evaluated on the big things. They are judged on issues that\nimpact us directly. While terror is an emotive issue and garners interest \u2013\nbecause each of us has a view on terror, terrorism and how to handle it \u2013 the\nsame is not the case with the economy. We know prices are high, we know there\nare no jobs \u2013 but there is no easy solution to either problem.   So it is easier for parties   to\nfocus on naamdaar, kaamdaar, and chowkidaar, than to focus on the underlying\nissues facing the economy. But, as Bill Clinton said<\/strong><\/a> during his\nwinning campaign against George Bush \u2013 after Bush led America to victory in the\nFirst Gulf War \u2013 \u201cIt is the Economy, stupid\u201d. It always is, and it always will\nbe. <\/p>\n\n\n\n

But, this election will be won or\nlost on the same issues that decided most of our other elections \u2013 do we have\nan enhanced sense of wellbeing? are aspirations being met? and is your party\ngoing to deliver either. It would be good if the parties addressed the issues,\nrather than regaling us with entertainment. After all, if we wanted to laugh,\nwe can switch on comedy shows. It might be slightly more difficult to get\ncomedians to run the country. <\/p>\n","protected":false},"excerpt":{"rendered":"
