NYAY \u2013 or justice \u2013 is an acronym for Nyuntam Aay Yojana. Mr Gandhi <a href=\"https:\/\/twitter.com\/RahulGandhi\/status\/1110117753065750528\"><strong>said<\/strong><\/a> \u201c5 Crore of the poorest families in India, will receive Rs. 72,000 Per\nYear \u201c \u201cUnder this scheme a sum of Rs.6000\nwould be transferred to each of the 20% of the poorest families in India. While this is much higher than the minimum wages earned, it is\nmuch lower than the figure of 8 lakhs per annum set for the economically\nbackward, for 10% reservations, set by the government. And, while 12,000 may\nseem like a lot of money, for a family of 5, it works out to Rs.2400 per month,\nper head. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naturally, the announcement, both\nin January and now, has <a href=\"https:\/\/www.cnbctv18.com\/economy\/minimum-income-guarantee-the-need-of-the-hour-2135921.htm\"><strong>opened up a debate<\/strong><\/a> on Universal\nBasic Income, and whether India can afford it. Some of it is mindless \u2013 influencers\non social media asking you what you would if your maids and drivers could\nafford not to do menial service; other more political \u2013 that this announcement\nis an election stunt. But, the most important question is that raised by commentators\n\u2013 some of whom are economists \u2013 and that question is can the Indian exchequer\nafford it? <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is simpler than we may\nthink, and it is, can the Indian economy afford not to have a safety net for\nthe most vulnerable families? For this, it may be better for us to look for\nsignals from Europe than from America. The American experiment with the welfare\nstate has been disastrous. However, Europe has lived for 70 years in peace,\nbuttressed by the welfare state. Many historians believe that the root causes\nof both he first and second world war, as well as the revolutions \u2013 including\nthe Russian revolution- that took place between the wars is directly\nattributable to poverty, unemployment and inflation. Post war, with their\nresolve of war no more, they went about rebuilding the economy. And, at the\ncore of the economy was the creation of the welfare state. A benevolent state\nthat made sure that no one was left behind, and that everyone had an equal\nchance of competing. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But, the welfare state did more than\navoid war. It gave a boost to the economies of Europe. As people got more money\nin hand to spend, that is what they did. And, the act of spending, boosted the\noverall GDP of the country. This is the most basic form of Keynesian economics.\nMaligned as he was through the 1980\u2019s and the monetarist Thatcher Regan era,\nand afterwards, it is Keynesian economics the world has turned to <a href=\"https:\/\/www.theguardian.com\/business\/economics-blog\/2013\/oct\/10\/financial-crisis-keynesians-eurozone-recession\"><strong>since the crash of 2008<\/strong><\/a>. Economies\nneeded to be jumpstarted and pushed into the next orbit of development. And,\nwhat will help that happen is a good old fiscal stimulus. And, nothing will\nwork towards boosting the economy more, than cash in the hands of 200+ million\npeople \u2013 who can suddenly afford to buy food, clothes, and basics. And, this is\npossibly what Mr Gandhi and his advisors are hoping for. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India is not Europe, nor are we the\nUnited States of America. We have unique issues that need to be resolved.\nPoverty is a reality, despite the massive growth rates India has seen post\nliberalisation. And, with job creation falling, and farming unable to support\nfamilies \u2013 poverty is not just about statistics, but a very real state that\nfamilies find themselves. As per the <a href=\"http:\/\/planningcommission.nic.in\/reports\/genrep\/rep_pov.pdf\"><strong>Tendulkar Committee Report<\/strong><\/a>\n(2009)\u2013 22% or 286 million Indians live in poverty; and as per the <a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=108291\"><strong>Rangarajan committee report<\/strong><\/a> (2014)\n26.4% of the urban population, and 30.9% of the rural population live on less\nthan Rs.47&nbsp; and Rs.32 daily. This is untenable\nfor a country that has aspirations for a seat at the high table. There will\nalways be those who don\u2019t want to share the fruits of prosperity with others.\nBut a modern state cannot be one of those entities. Now that the genie of\nminimum income guarantee, a variation of Universal basic income, is out of the\nbottle, it will not be long before other parties embrace it. It will be a\npolitical necessity. It is time that all of us accepted that some variant of\nthis will be introduced sooner rather than later. The time for economic justice\nhas come.
