At the end of these, it is two predominant\nmessages that stand out \u2013 <a href=\"https:\/\/www.cnbctv18.com\/views\/general-elections-2019-congress-income-scheme-is-a-political-necessity-time-to-accept-some-variant-of-it-2747731.htm\"><strong>one is NYAY<\/strong><\/a>, the Indian National\nCongress\u2019 (INC) grand plan to introduce a variation of the minimum income\nscheme that would put Rs.6000 in the hands of each household; and the Bharatiya\nJanata Party\u2019s (BJP) &nbsp;focus on National\nSecurity and why it is important for India to give a strong message to those\ntrying to break us up. These two messages have heavily overshadowed any other\nmessage. All other messages have gotten overshadowed by this. And, yet these\nare not binary topics. It is not about a one or the other. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the core any Government\u2019s most\nfundamental role is to provide physical security. They are supposed to ensure\nthat people can go about their everyday jobs without fear of being attacked.\nAnd most countries, including India, manage to provide this most of the time.\nUltimately, terror attacks are the exception to life at large. Not the rule.\nAs, societies evolve, the kinds of security that need to be provided increase.\nEconomic security being one key plank. The countries of the early European\nUnion would not have risen from the ashes of the destruction wrought by the\nsecond world war, if there were no safety net. Wages, employment, and a safety\nnet, not just allowed immense progress and development, but also maintained\nrelative peace for 75+ years. Minimum Income Guarantee is a policy that no\ngovernment in the world can choose to disregard in a world where more efficient\nways of producing goods, and serving customers, is enabled by machines. India\ntoo will adopt it in the near future, irrespective of which government is in\npower. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Given that neither national\nsecurity, nor an economic safety are be negotiable, the question to ask is how\nfuture governments will pay for both. With <a href=\"https:\/\/economictimes.indiatimes.com\/news\/economy\/finance\/indias-debt-up-50-to-rs-82-lakh-crore-in-modi-era\/articleshow\/67593687.cms\"><strong>the Indian debt up by 50% in the last 5\nyears<\/strong><\/a>, touching almost 83 lakh crore, there isn\u2019t much place for even\nmore deficit financing. Also, a large chunk of the defence budget \u2013 42% &#8211; is\nconsumed by salaries and pensions; leaving little over for desperately needed\ninvestment in modernising both the armed forces, and the national security\napparatus. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is fairly simple. India\nneeds job creation on a war footing. One of the major failures of the last\ngovernment has been the inability to create jobs. The confusion on the data has\njust compounded the problem of knowing what are the unemployment rates. More\nacute is the rate of graduate unemployment. As per the <a href=\"https:\/\/cse.azimpremjiuniversity.edu.in\/\"><strong>Centre for Sustainable Employment, Azim Premji University\u2019s<\/strong><\/a>, <a href=\"https:\/\/cse.azimpremjiuniversity.edu.in\/wp-content\/uploads\/2019\/04\/State_of_Working_India_2019.pdf\"><strong>State of Working India report 2019<\/strong><\/a>,\n&nbsp;&nbsp;&nbsp;the\nunemployment rate in 2018 stood at 4.9% for men, and 14.2% for women. The\nfigures are even worse when it comes to graduate unemployment. As per the&nbsp; report 9.7% of all male graduates, and 34% of\nall female graduates have not yet found a job. Even if we discount half the\nunemployed women to societal reasons \u2013 their families won\u2019t let them work \u2013 it\nis still a lot of unemployed. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the challenge for the next\ngovernment. The creation of jobs. And, with this comes a linked challenge \u2013\nthat of making people employable. Just as employment has to be created on a war\nfooting, so does the government need to appoint a Skills Czar (or Czarina) to\ntackle the issues of acute unemployability.&nbsp;\n<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As skilled jobs get created, and\nmore people get into the employment space, they hopefully will get into the tax\nbracket. Even if they don\u2019t, their expenditure on goods and services will\nattract a tax, and the rather depleted Indian coffers will start filling up.\nThe increased income will act as an accelerant to the economy, and the economy\nitself will grow, creating more jobs, more taxes, and more investment on things\nthat are in party manifestos. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the campaigns Rahul Gandhi has\nfocused on unemployment and promised policies that create employment while <a href=\"https:\/\/timesofindia.indiatimes.com\/india\/this-is-what-modi-is-talking-about\/articleshow\/68795836.cms\"><strong>Mr Modi\u2019s speeches<\/strong><\/a> are far more\nfocused on defence and building up infrastructure. Neither has particularly\nfocused on skills needed to get jobs.&nbsp;\nThe challenge for the next government is not just to create more\ngraduates but create graduates with skills that land them jobs.&nbsp;&nbsp;&nbsp;&nbsp; <\/p>\n","protected":false},"excerpt":{"rendered":"<p>I write on the Indian Elections, and the challenges facing the next Government The 4th phase of elections has drawn to a close.
