{"id":7493,"date":"2019-06-30T14:19:36","date_gmt":"2019-06-30T14:19:36","guid":{"rendered":"http:\/\/calamur.org\/gargi\/?p=7493"},"modified":"2019-06-30T14:19:47","modified_gmt":"2019-06-30T14:19:47","slug":"cnbc-tv18-column-the-need-for-parliamentary-reform","status":"publish","type":"post","link":"https:\/\/calamur.org\/gargi\/2019\/06\/30\/cnbc-tv18-column-the-need-for-parliamentary-reform\/","title":{"rendered":"CNBC TV18 Column : The Need for Parliamentary reform"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">I write for <strong><a href=\"https:\/\/www.cnbctv18.com\/views\/why-the-elected-parliament-misses-out-on-indias-diversity-and-what-we-can-do-about-it-3339771.htm\">CNBC TV18 <\/a><\/strong>on the need for Parliamentary reform<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The last phase of the Indian\nelections gets over at the end of this week. At the end of 7 rounds, around 60%\nof the 900 million Indian voters would have cast their vote between the\nmultiple choices that they have before them. Some of these voters would have\nvoted NOTA, because they didn\u2019t fancy any of the candidates presented to them.\nThe election exercise is a massive logistical undertaking, <a href=\"https:\/\/www.thehindubusinessline.com\/news\/national\/lok-sabha-elections-ec-orders-26-lakh-bottles-of-indelible-ink\/article26625527.ece\"><strong>10 lakh voter booths, 26 lakh bottles of\nindelible ink<\/strong><\/a>, massive security, and hundreds of thousands of people\ndeployed to ensure that as many people as possible can cast their vote.&nbsp; It is the same as every time. A gigantic\nlogistical exercise to deliver the verdict of democracy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, yet when we look at the\nresults each time, we find a certain degree of sameness. Elected\nrepresentatives, all 543 of them, are mostly men. Mostly from privileged\nbackgrounds \u2013 caste and class \u2013 holding a set of views that aren\u2019t\ndiametrically different from each other. The elected Parliament misses out on\nthe rich diversity and vibrance of opinions in India. And, going forward,\nsooner or later India will need to have 3 conversations \u2013 the first is\nexpanding the parliament, the second is some form of proportional\nrepresentation that mirrors the diversity of India, and the third is looking at\nrole of the Rajya Sabha. Most of our structures are 70 years old. They need to\nbe revitalised and recharged for the 21<sup>st<\/sup> century. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the first level, India has too\nfew Parliamentary seats. On an average, each Parliamentarian represents\napproximately 2.5 million people. For a parliamentary democracy to work, there\nhas to be adequate representation. Right now, there is just too much\nconcentration of power in the hands of the 543, and those who control them. The\nUK, on whose system the Indian Parliamentary system is based, is a much smaller\ncountry \u2013 <a href=\"https:\/\/mapfight.appspot.com\/england-vs-maharashtra\/england-maharashtra-india-size-comparison\"><strong>about 40% the size of Maharashtra<\/strong><\/a> \u2013\nhas 650 parliamentarians representing 66 million people. The last time\nParliament was expanded was over 40 years ago \u2013 and brought to 543 seats. At\nthat time the population of India was around 600 million people. A MP per\napproximately 5 lakh people. Right now, we have doubled in population, with the\nsame representation \u2013 and that cannot be good for democracy. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One great way of introducing\ndiversity is simply to double the number of seats in Parliament and ensure that\nthose expanded numbers are utilised to make sure that women, castes, tribes,\nreligion, interests, are represented. Each constituency that exists today,\nshould have two seats instead of one.&nbsp; It\nis the simplest way of ensuring that parliament expands, without too much\nissue.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another way would be to look at a\nform of proportional representation adapted to the Indian parliamentary\nsystem.&nbsp; If you look at Europe, there are\nenvironmentalists, labour leaders, conservatives, reformists, and other\ninterest groups represented, in addition to minorities. It isn\u2019t that India is\nnew to proportional representation. The Rajya Sabha is based on a form of\nproportional representation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, finally is the question of\nwhat happens to the Rajya Sabha. Is it going to continue to be the home of\nthose who can\u2019t win Lok Sabha elections? Or is it going to continue to be the\nroute to political patronage, or a place to hold a party\u2019s elder citizens. Or\nis it going to be something else? One way is to borrow from the American\nSenate, and recast the Rajya Sabha as an institution where state interests are\nrepresented, and are brought into play when policy is being decided. The\nAmericans have elections for 2 senators per state, to represent the state\ninterests in Washington DC. Rather than nominating people who are beholden to\nthe party that nominates, it might better to look at the upper house, from\npurely the point of view of states, and make the members accountable to the\npeople of the states. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As the results near, any\nconversation of reform of the system will be drowned out by those who win\npower. Yet, as we go forward into the 21<sup>st<\/sup> century, as a vibrant,\nmature, democracy, this conversation needs to be had. To be functional,\nparliament has to be representative.
