But,\nnone more pressing than the issue of unemployment.&nbsp;<a href=\"https:\/\/www.cnbctv18.com\/economy\/india-unemployment-rate-at-6-1-in-2017-18-government-3539701.htm\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Data shows<\/strong><\/a>&nbsp;that unemployment is at 6.1%,&nbsp;a\n45-year high, and there seems to be few new jobs created.&nbsp; Associated with\nthe rising employment is the slowing down of growth. Economic growth has slowed\ndown to 5.4%, the lowest in 17 quarters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the core of this slowdown is the\ntwin body blows that the SME\u2019s suffered in the first tenure of the NDA\ngovernment. The first was the systemic shock of demonetization, and the second\nwas the ineptly implemented GST. As SME\u2019s struggle back to recover, the role of\nthe government has to be to nurture them back to life and ensure that this term\ncarries no further shocks \u2013 so that they can go about their business, create\njobs, and drive growth. While this sounds simple, it is not. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For too long three key aspects of\nthe economy have not really been talking to one another These are jobs\ncreation, education, and skills training. For too long departments have been\nworking in relative silos. Job creation cannot take place without planning for\nthe jobs that need to be created. For example, if you want to create 100,000\nnursing jobs \u2013 you will have to make sure there are institutes that can produce\n100,000 nurses, and hospitals that can employ 100,000 nurses. Without this\nmatch what are you going to end up with imbalance \u2013 either too many graduates,\nor too many jobs. And, this is precisely what India is facing today. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A mushrooming of colleges run by\npoliticians, with no focus in quality has caused an epidemic of unemployable graduates.\nA&nbsp;<a href=\"https:\/\/www.cnbctv18.com\/technology\/over-80-indian-engineers-unemployable-lack-new-age-technological-skills-report-2671561.htm\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>recent report<\/strong><\/a>&nbsp;seems to indicate that over 80%\nof the engineers, and&nbsp;<a href=\"https:\/\/indianexpress.com\/article\/education\/only-47-38-indian-graduates-employable-engineering-tops-the-list-5459556\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>52% of all other graduates<\/strong><\/a>, &nbsp;produced by the\neducation system can\u2019t be hired. Speak to any hiring manager, who have been\ninterviewing candidates produced by the Indian educational system, and they will\nvouch for the difficulty in finding people who combine basic comprehension,\ncognition, and communication skills.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you read policy reports from\ncountries as diverse as China, United Kingdom, South Korea \u2013 they have a clear\nvision on the jobs to be created for the future, and the gearing of the\neducational system today, to create the employees of tomorrow. It is this\nforward planning that gives them the edge. And, it is this lack of planning\nthat loses us the advantage that was given to us by the first few governments\nof India, led by Jawaharlal Nehru, that envisioned an India of the future, and\nthe institutes that would produce the trained professionals to handle that\nfuture. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the very basic for the Government\nof India, there &nbsp;needs to be a focus on\nthe kinds of jobs it needs to create in the near and distant future. And, for\nthat there has to be a firm envisioning of the kind of India two decades from now\nand putting in place the education system that is required to create that\nIndia. For too long, this government\u2019s focus has been history, and languages And,\nwhile both are fine in their place, they are not going to provide large numbers\nof people with large numbers of jobs. So, the main question that the government\nhas to answer is what the jobs of tomorrow are, and how do we gear up to create\nthose jobs, with people who are trained from now. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, in tandem with this, there\nneeds to be a focus on skilling, reskilling, and training. India\u2019s skills\njourney is way behind that of the countries we want to compete with. China, for\nexample, is a manufacturing powerhouse, in part because of its <a href=\"https:\/\/internationaleducation.gov.au\/News\/Latest-News\/Pages\/China-announces-majer-reform-to-vocational-education-sector.aspx\"><strong>vocational\neducation and training (VET)<\/strong><\/a> that starts at the school level.&nbsp; India\u2019s Industrial Training Institute\n(ITI\u2019s), on the other hand, have been sorely neglected by the government, and\nfunders. With the setting up of the&nbsp; National\nCouncil for Vocational Education and Training (NCVET), born out of the <a href=\"http:\/\/pib.nic.in\/newsite\/PrintRelease.aspx?relid=184072\"><strong>merger<\/strong><\/a>\nof the National Council for Vocational Training (NCVT) and the National Skill\nDevelopment Agency (NSDA), it is hoped that this would change for the better. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For the government to address the\nunemployment crisis, it is important that it breaks down the walls of the silos\nthat various departments have boxed themselves into, and empower them to work\ntogether to not just create the jobs, but also create the employees of\ntomorrow.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I write for CNBC TV18 on the skills gap As Narendra Modi begins his second term as Prime Minister, there are many challenges his government faces.
