The Constitution of India was extended to Jammu and Kashmir.\nAll the provisions, all the safeguards, all the pitfalls, everything that you\nand I enjoy and suffer is now theirs. &nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also the day that Jammu and Kashmir lost its special status, statehood, and got bifurcated into two union territories \u2013 Jammu and Kashmir, and Ladakh. Many leaders in the former state have been taken into custody, including two former Chief Ministers \u2013 Mehbooba Mufti, and Omar Abdullah. Section 144, which bans the gathering of more than 4 people together, has been applied, and internet connectivity has been cut. While the Home Minister, Amit Shah, has promised that statehood would be restored once normalcy is restored, it is anyone\u2019s guess as to how long that would be. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For many it is a day of joy \u2013 a day\nwhen Jammu and Kashmir is part and parcel of India. For others, like those in\nLadakh, it is joy because their long-standing demand of being a Union Territory\nhas finally come to be. For Kashmiri Pundits, it was a day that provide some\nbalm for the wounds, caused by their forced exodus form their land, by terror\ngroups. And, for many Kashmiri Muslims, it was day their world fell apart. All\nreactions are true. All are real. And all exhibit the varied emotions that this\ndecision has brought about. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the integration of Jammu and\nKashmir into the rest of India was long overdue, should it have been done\nwithout the consent of the people who live there, or their representatives? One\nof the key criticisms even by those who support the abrogation of Article 370,\nis this lack of consent, and the abrogation of procedure along with Article\n370.&nbsp;&nbsp; After all, the Government governs\nwith the consent of the people. And, any major decision regarding their future\nshould be consultative.&nbsp; It is this\nconsent that has been breached. And, it is a bad precedent vis-\u00e0-vis the role\nof the centre and the states. &nbsp;In a\nfederal republic, the relationship between the centre and the states is\nconsultative, not unilateral. But that stands nullified with this unilateral\ndecision. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the shut down of internet services,\nit is difficult to tell how the vast majority of the people in the valley are\nreacting to these events.&nbsp; But from the\nlittle information that is trickling out the sense is that of betrayal. And,\nthis is what the Government of India has to address. There needs to be a\nmassive confidence building exercise. The abrogation of Article 370 should not\nmean the indiscriminate resettlement of citizens of other parts of India in the\nnewly carved Union Territory. What most Kashmiris fear is that their culture and\nway of life will be overwhelmed by others. And, this is the fear that the\ngovernment needs to allay. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The opportunity offered by the\nabrogation of Article 370 is the ability for Indian business to invest in the\nUnion Territory, without the need for a local partner. There needs to be a\nMarshall plan for Jammu and Kashmir. A plan that rebuilds the state that is\nreeling from decades of terrorism and military presence. It needs Industry, and\njobs that wean away the young from the streets, and from the lure of militants.\nAnd, this is the promise of integration. But, it is a promise that can only be\ndelivered with a lot of effort, and patience. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, finally, what is needed is\nempathy and grace. The Indian state isn\u2019t the victor and the people of Jammu\nand Kashmir are not the vanquished. People need their dignity, and their own\nsense of self-respect. The government would be wise to tell its own supporters\non social media to cut down the crowing and glee at the distress of the\nKashmiris. And those in Kashmir, who are distressed about their loss of\nuniqueness also need to realise that other states without an Article 370 have\nmanaged to retain their uniqueness and individuality without it being swamped\nby \u2018outsiders\u2019.
