Unless you are the President of the United States, or some such exalted position that allows you to be out of touch with reality, it is really impossible for sane and rational people to ignore the impending impact of climate change. Because, it is not really impending anymore, Climate change is here, disrupting our lives, changing crop cycles, and bringing about destruction, drought and death in various parts of the world. Impacted are the most vulnerable. Farmers, marginalised people, women, children \u2013 as nature wreaks havoc on everything in its path. A recent report by the Global Commission of Adaption (GCA)<\/strong><\/a> looks at how to mitigate some of the damage that is going to be caused by climate change. \u00a0The Commission led by the former UN secretary General\u00a0 Ban Ki-moon, also has the head of the World Bank – Kristalina Georgieva, and Bill Gates \u2013 the head of the Bill and Melinda Gates Foundation \u2013 amongst others. The Commission is convened by 20 countries, including India. <\/p>\n\n\n\n

The commission says that the world\nhas a moral responsibility to ensure that people are adequately able to adapt\nto the change brought about by changing climatic patterns. And part of this\nability to adapt includes the role of Government and corporations who take\nactive steps  in enabling measures that\nwill help people go about their every day life, without too much major\ndisruption. <\/p>\n\n\n\n

As climate change hits, the world\nis seeing drought in some areas, and massive floods in the other, that\nmassively impacts food production and supply, leading to worries of spreading\nworld hunger. It also impacts lives \u2013 as violent rains, typhoons and hurricanes\nbecome more frequent. As temperatures rise \u2013 this was the hottest summer ever<\/strong><\/a>\n\u2013 the really young, and the really old get tremendously impacted. Not everyone\ncan afford air conditioning \u2013 and if everyone could, it would add to the issue\nof global warming. In the report the authors call for an emphasis on adaption.\nThey believe it is not just about survival, but also an economic need, that\nholds many opportunities for the future. \u201cAdaptation is an economic imperative\nas well. This report finds that investing in adaptation, and in the innovation\nthat comes with it, can unlock new opportunities and spur change across the\nglobe. Adaptation can provide a triple dividend: it avoids economic losses,\nbrings positive gains, and delivers additional social and environmental benefits\u201d<\/p>\n\n\n\n

And, as such the Commission\nrecommends that Governments across the world get geared for climate change by\nradically rethinking decision making. The commission calls for \u2018understanding,\nplanning, and finance\u2019 that makes the risks of climate change visible, and\ntakes these risks into account while making policy. The Commission calls for\nvarious degrees of adaption to cope with the crisis, based on three levels of\nimperatives \u2013 the human imperative, the economic imperative, and the\nenvironmental one. It calls for investment in the areas of climate change. It\nstates that investing $1.8 trillion in 5 areas \u2013 \u2018early warning systems,\nclimate-resilient infrastructure, improved dryland agriculture crop production,\nglobal mangrove protection, and investments in making water resources more\nresilient\u2019 \u2013 in the decade from 2020 to 2030 will generate almost 4x returns –\n$7.1 trillion in economic benefits. <\/p>\n\n\n\n

The cost of not doing this is too\nhigh. The report emphatically states that without this kind of adaption, global\nfood production will decrease by 30%; over 5 billion people would be without\nadequate drinking water; coastal areas of many countries would be reclaimed by\nthe sea, pushing people inwards to the mainland. And, of course, for countries\nlike India that have worked so hard at moving people from poverty, we may see\nthese people slip back into poverty. <\/p>\n\n\n\n

We can no longer ignore the\nevidence of climate change. It is time policy included measures for addressing\nthis change. The only way to mitigate the disaster that will be wreaking havoc\nin our economies and nations, is to plan to mitigate the disaster. And, that\nmeans a global alliance to combat climate change. There needs, says the report,\na revolution in understanding, planning, and financing to overcome this\nchallenge. The question is whether we will be ready for it, before it is too\nlate. <\/p>\n","protected":false},"excerpt":{"rendered":"
