The first was held in the Chinese city of Wuhan, and this one is to be held in the city of Mamallapuram in Tamil Nadu. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Wuhan set of interactions\nbetween Modi and Xi led to a serious lowering of tensions between the two\ncountries after a 70+ stay stand off at Doklum. It normalised relations to a\ngreat deal. Post that India and China have had multiple speed bumps in their\nrelationship. The first was India\u2019s participation in Quad \u2013 a grouping with the\nUSA, Australia, Japan and India and that looks at countering China in the\nPacific. Then there is the issue on trade and the conflicting signals about whether\nChinese giant Huawei will be allowed to participate in 5G trials. Also there\nare frictions on trade.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Right now, post the abrogation of\nArticle 370, China has been steadfastly supporting Pakistan\u2019s stand, and\nrelations are not what they ought to be. But, the reason is less Kashmir, and\nmore the creation of Ladakh as a separate Union territory. China has\ntraditionally claimed part of Ladakh as its own. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While there will always be\ncontentious issues between India and China \u2013 the border, their land claims,\nwater, Pakistan \u2013 there are many areas of collaboration between us, outside of\ntrade, that will help both our people. And, this collaboration can be in areas\nthat doesn\u2019t impact military security, sovereignty and supremacy \u2013 rather it\nlooks at cementing ties between two nations that hold 36% of the world\u2019s\npopulation and increasing the welfare of peoples of both nations. And, in a\nworld confronted by the potential disaster to be wrought by climate change,\nthere is nothing m ore important that joining hands to combat this. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first area is Environment. Both\nnations have a disastrous record on pollution caused by development and the\npollution that chokes urban agglomerations. Like India, China too suffers\nexcessive air pollution owing to vehicles and factories. Much of the air is\nunbreathable. And, both countries have been trying hard to bring down\npollution. Almost 2 decades ago China declared war on air pollution and has\nbeen <a href=\"http:\/\/www.ebeijing.gov.cn\/feature_2\/CleanAirAction\/\">gradually\nworking<\/a> towards reducing pollution in cities. India is still grappling with\nthis. This could be an area of co-operation, working together to reduce\npollution. China has had a head start on working on EV batteries, and\nenvironmentally friendly mass transit. &nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second area where there can be\ncollaboration is Water. India and China have <a href=\"https:\/\/www.economist.com\/books-and-arts\/2019\/01\/05\/the-struggle-over-water-in-india-and-china\"><strong>36%\nof the world\u2019s population, but only 11% of its water requirements<\/strong><\/a>. Both\ncountries have been grappling to solve this problem. Both countries have plans\nto dam and divert rivers. China to make sure that its dry northern regions have\nwater; and India to ensure that one part of the nation doesn\u2019t drown while the other\none is dying of thirst.&nbsp; Rivers don\u2019t\nknow national boundaries. The Brahmaputra that rises in Chinese territories\nfeeds large swathes of the Northern and Eastern parts of India, and the Chinese\nare looking at dam and diverting the water, that would have an impact on Indian\nagriculture. While you can\u2019t change the country\u2019s priorities, can you\ncollaborate on helping conserve water resources better?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The third area is food and\nagriculture. Both nations have made tremendous advances from the late 1940\u2019s till\nnow \u2013 going from nations where millions died of starvation, simply because of\nlack of grains and the means to transport them, to nations that export\nfood.&nbsp; But, is it enough for populations\naspiring for better? Can we collaborate on research on less water intense\ncultivation of rice, or the production of fortified wheat? Can we learn about\nanimal husbandry from each other? &nbsp;With\nclimate change and weather patterns changing, the nature of crop cycles is\nchanging too. Can the two giants work together in these areas. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally how do you trade off the\ngrowing aspirations of people and consumption associated with it, with lower\ncarbon footprints. Is there a way of scientists and researchers in two\nmassively populated economies work together to find a solution.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China have lived most of\ntheir history in peace. Or lack of war. There have been academic, cultural,\nscientific and trade exchanges. We don\u2019t have to be the closest buddies.
