There are checks and balances on our freedoms, and\nviolations of the law are dealt with penalties However, when we look the\ndigital ecosystem it almost seems like none of these matters. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At its core it\ngoes back to the evolution of the internet as a disparate set of servers that\nallowed handles to interact with each other, in a completely decentralised, and\nindependent manner. For the longest time the internet was free of corporations,\ngovernment control, and different communities of interest thrived there. While\nconceptually most of us believe the internet is still that way, it isn\u2019t. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a world mediated\nby technology giants like Google, Amazon, and Facebook \u2013 there is an over\ncentralisation of power in the hands of unaccountable corporates. Their\nplatforms can be used to destabilise governments, cause a run on economies, foment\ntrouble in troubled zones, be used to radicalise young men and women, and in\ngeneral cause all kinds of mischief and mayhem.&nbsp;\nWe are not yet talking about massive invasions to privacy of individual\ncitizens across the world, that imperils their security. And, yet these\nplatforms &nbsp;are not held accountable . And,\nover and above this, <a href=\"https:\/\/www.vox.com\/2019\/3\/31\/18289375\/mark-zuckerberg-facebook-regulation-washington-post-op-ed\"><strong>Facebook<\/strong><\/a>,\nYouTube and other platforms are asking governments to set the rules and regulate\ncustomers, instead of regulating the platforms. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the\ninternet becoming more ubiquitous in our lives, impacting every part of it,\nthere are two questions before most governments. The first is who controls the\ninternet? The second related question is how we get to control it. Countries\nlike China take it one step further, and talk about <a href=\"https:\/\/www.cfr.org\/blog\/year-review-chinese-cyber-sovereignty-action\"><strong>Cyber\nSovereignty<\/strong><\/a> \u2013 the control of the internet within its own borders. This\npolicy is backed by the Great Firewall of China that doesn\u2019t let \u2018outside\u2019\ninternet, allowing its own homegrown technology companies to bloom It isn\u2019t\nthat the Chinese don\u2019t have social networking. WeChat, Weibo, Baidu are all\ncompanies that connect millions of Chinese with the same experiences that their\ncounterparts in the rest of the world enjoy, but without being allowed to leave\ntheir walled gardens. The Chinese Internet authorities employ extremely\nsophisticated filters that can block words in real-time. It can also peek into\nprivate WeChats. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And, while this\nmay sound terrible from the point of view of individual freedom of expression,\nand privacy \u2013 this is what many governments across the world are looking for.\nRussia too talks about cyber sovereignty, and calls its suppression of\nunfettered internet content, as an exercise of its sovereign rights over what\ngoes on in its territory. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While India\ndoesn\u2019t have a formally stated cyber sovereignty policy, it flexes its\nsovereign muscles against platforms and, indeed, the internet itself. One\nsimple way of exercising sovereignty is controlling access \u2013 and the internet\nblockade of Kashmir is just that. At the other level it is pulling down content\nthat it doesn\u2019t want people in its territory to see. The Indian Government\nleads the demand for <a href=\"https:\/\/www.comparitech.com\/blog\/vpn-privacy\/tech-giant-censorship\/\"><strong>content\nbeing taken down by social networking platforms<\/strong><\/a> \u2013 India had 77,620\nrequests for take down, followed closely by Russia at 77,162 requests. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is another\nangle from which the Indian Government is approaching cyber sovereignty. It is\nasking for data localisation. At the first stage this is aimed at e-commerce\ncompanies and financial services companies based abroad. But, it is expected to\nextend to other sectors too \u2013 ecommerce, social networking sites, and the like.\nThis essentially means that the data of Indian citizens who use digital\nplatforms based elsewhere, will be collected, processed, and stored in India,\nin addition to it being transferred abroad. This is to ensure that the laws of\nthe land are adhered to, especially those related to privacy and security. &nbsp;&nbsp;&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is a\nschism between the developed nations, and the emerging economies when it comes\nto data localisation. The European Union despite its stringent privacy laws,\nembodied in GDPR, that requires data localisation opposes India\u2019s demand for\ndata localisation. The Americans too oppose this.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, in a\nworld where unregulated technology giants gather, store, slice and dice, glean\ninsights, and share your data without your consent \u2013 there is need for\nregulation to protect us from big technology. The problem that needs to be\nsolved for is how do you protect us from a future government, who can use this\ndata against us. &nbsp;And therefore, in\nparallel with data localisation requirements we need work out ironclad\nguarantees for privacy and security, and what if scenarios.
