Her two-wheeler\ndeliberately punctured, she is kidnapped by 4 men, who rape her, and then burn\nher. Her body is discovered the next day. Some reports suggest that she was\nstill alive, when she was set aflame. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <a href=\"https:\/\/www.indiatoday.in\/crime\/story\/girl-raped-shot-dead-and-burnt-in-bihar-s-buxar-1624806-2019-12-03\"><strong>Buxur\n(Bihar)<\/strong><\/a> the charred remains of a young woman \u2013 police are still\nascertaining whether she was a minor \u2013 who had been raped and murdered, was\nfound. There was another story about a law student gang raped by 12 armed men<a href=\"https:\/\/www.thehindu.com\/news\/national\/other-states\/law-student-gang-raped-in-ranchi-12-arrested\/article30113551.ece\"><strong>,\nin Ranchi<\/strong><\/a>. <a href=\"https:\/\/www.indiatoday.in\/india\/story\/odisha-cm-naveen-pattnaik-evades-questions-on-puri-gangrape-case-1624792-2019-12-03\"><strong>In\nPuri,<\/strong><\/a> a woman was gang raped by 4 men. If you start looking for stories\naround this, it is an abyss that stares back at you. There is no end to the\ngruesomeness of these crimes. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The anger against rapes is boiling over.\nThe last time one saw this kind of rage publicly expressed was in the aftermath\nof the Jyothi Singh rape and murder in Delhi, in 2012. Known as the Nirbhaya\ncase, the outrage at the brutality led the ordinary people, who would never\notherwise take part in protests, to take to the streets in anger.&nbsp; It culminated in the appointment of the <a href=\"https:\/\/www.prsindia.org\/uploads\/media\/Justice%20verma%20committee\/js%20verma%20committe%20report.pdf\"><strong>Justice\nVerma committee<\/strong><\/a> to look at amendments to criminal laws that dealt with\nviolence against women in general, and sexual violence against women in\nparticular. Parliament diluted some of the recommendations of the committee but\npassed the amendments in 2013. 7 years later, the rapists and murderers of\nJyoti Singh are still alive, living off taxpayer\u2019s money. One of them, 6 months\nshy of being an adult at the time of the rape, was released, and is free to\ncommit a crime again. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The data is dismal. There were <a href=\"http:\/\/ncrb.gov.in\/StatPublications\/CII\/CII2016\/pdfs\/NEWPDFs\/Crime%20in%20India%20-%202016%20Complete%20PDF%20291117.pdf\"><strong>38,947\nrapes<\/strong><\/a> in the Republic of India, in 2016. Or 107 rapes every single day.\nOf these, the National Crime Records Bureau (NCRB) says that 2167 are gang\nrapes. That is almost 6 gang rapes every single day. &nbsp;The numbers are slightly better in <a href=\"file:\/\/\/C:\/Users\/user\/Desktop\/CII2017-Full.pdf\"><strong>the 2017 report<\/strong><\/a>,\nthe number of rapes reported dropped to 92 a day, but the NCRB has stopped\nreporting gang rape data separately, while starting to report rapes by age. It\nstarts with the rapes of those under the age of 6. &nbsp;&nbsp;Further\nreading of the report has even more depressing data points. Of the 17,807 cases\nthat came to trial for rape, in 2016, there were 4,475 convictions \u2013 a 25%\nconviction rate; and of the 732 gang rape cases that came up for trial, 260, or\n35%,&nbsp; were convicted. A large number of\ncases never made it to court. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parliament has been discussing\nrape. And amongst the comments heard is why we <a href=\"https:\/\/www.thehindu.com\/news\/national\/outrage-in-rajya-sabha-over-hyderabad-rape-and-murder\/article30136750.ece\"><strong>must\nlynch<\/strong><\/a> rapists. While popular sentiment, and public rage may indeed\nimpel such actions, the fact remains that the state cannot go around lynching\npeople without trial. &nbsp;The other extreme\nof this \u2018take them out and hang them\u2019 stance is \u2018we need more laws\u2019 view. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We do not need more laws to curb\nrape. A glance at the laws will tell you that we have enough and more. &nbsp;The problem is twofold. The first is\nimplementation. At the core of the breakdown of implementation is an overworked\npolice force that neither has the time, nor the training to handle violence\nagainst women.&nbsp; Add to this a criminal\njustice system that works at the pace of a lame snail, and you have people\ngetting away with a crime for ever. And, between the cop station and the trial\ncourts is where the system breaks down. Not enough rapists are going to jail.\nAnd, even when they do, it takes far too long to put them there, and they don\u2019t\nserve enough time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second problem is the elephant\nin the room \u2013 that is the way men in India are brought up and socialised. This\nis s a country that celebrates a movie like Kabir Singh which is all about the\nbreach of consent. Popular drama calls this breach of consent, love. We tell\nyoung men that if you behave like Neanderthals, stalk women, make sexist\ncomments, and act like savages \u2013 then it is considered manly. It is believed\nthat <a href=\"https:\/\/www.livemint.com\/Politics\/AV3sIKoEBAGZozALMX8THK\/99-cases-of-sexual-assaults-go-unreported-govt-data-shows.html\"><strong>99%\nof the rape cases<\/strong><\/a> in India go unreported. And, most of these are\ncommitted inside the household by the husband on the wife. If young men grow up\nin households where consent is not considered important, it is likely that they\nwill grow up to be older men who don\u2019t consider consent to be important.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Usually we hear about violent gang\nrape stories in societies that have broken down, or conflict zones. In India\nthere are 4 of these in a day. And there is something that tells young men that\nit is ok to gang rape women, and even murder them for fun.&nbsp; That &nbsp;is something that most women find it so very\ndifficult to come to terms with. That for some kinds of men, women are just\nobjects to use and dispose.
