{"id":7603,"date":"2020-01-05T05:56:25","date_gmt":"2020-01-05T05:56:25","guid":{"rendered":"http:\/\/calamur.org\/gargi\/?p=7603"},"modified":"2020-01-05T05:56:35","modified_gmt":"2020-01-05T05:56:35","slug":"cnbc-tv18-column-how-caa-and-nrc-have-divided-opinion","status":"publish","type":"post","link":"https:\/\/calamur.org\/gargi\/2020\/01\/05\/cnbc-tv18-column-how-caa-and-nrc-have-divided-opinion\/","title":{"rendered":"CNBC TV18 Column: How CAA and NRC have divided opinion"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">This appeared on the <strong><a href=\"https:\/\/www.cnbctv18.com\/politics\/how-caa-and-nrc-have-divided-opinion-4904891.htm\">26th of December<\/a><\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Citizenship Amendment Act (CAA)\nhas pretty much pushed out every other news from the news cycle.&nbsp; Our screens are dominated with the scenes of\nstudents being beaten up, students resisting, and slogans across the country,\nraised against the government. At the core of the protests is the belief that\nthis government is out to disenfranchise Muslims and other minorities and strip\nthem of their nationality using a combination of the CAA, and the National Register\nof Citizens (NRC). While the government has been making noises about the fact\nthat no Indian citizen will be deprived of their constitutional right to\ncitizenship, it isn\u2019t cutting too much ice with those who are protesting. &nbsp;&nbsp;They believe the Government is out to destroy\nthe secular fabric of the nation, trample on the Constitution, and steamroll a\nHindutva Rashtra instead. At the core of this belief is the CAA provision that\nMuslims from three countries \u2013 Afghanistan, Pakistan, and Bangladesh \u2013 will not\nbe eligible for automatic citizenship in India, while people of other faiths\nwould be. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It isn\u2019t the CAA by itself that\ncauses this panic, but the combination of the CAA with the NRC. The NRC\nrequires you to produce documentation to prove that your ancestors were\ncitizens of the country. Most people in India do not have historical\ndocumentation. So, it is believed that the CAA will naturalise Hindus,\nBuddhists, Sikhs and others without documents as citizens, and exclude Muslims\nwithout documents. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those who support the government\nand the CAA, can see nothing wrong with the Act. They see it as a way of\nletting Hindus, Sikhs, Buddhists and other eligious faiths return home from\ncountries where they are persecuted for their faith, and face kidnapping, rape,\nforcible conversion, and even death. This group refuses to acknowledge the fact\nthat this act may have unintended consequences for other minorities. And, it\nbelieves that no minorities will be harmed in the pursuit of the CAA and the\nNRC. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The bitterness of each side against\nthe other, and perceived historical wrongs, is dominating the discourse. And,\nin this all the protests seem to have merged into one gigantic protest against\na government that is perceived as discriminatory. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, there have been two\ndistinct streams of protests, each with its own goals and objectives. But, mass\nmedia thunder, and trending hashtags have merged them into one. At one level\nthere are protests because CAA will allow \u2018outsiders\u2019 to get citizenship and at\nthe other there are protests on why more \u2018outsiders\u2019 cannot get citizenship. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The protests against the\nCitizenship Amendment Act began in the North East, with Assam taking the brunt\nof the protests. &nbsp;These were the first\nwave of protests that believed that the CAA reneged on promises and treaties\nmade with made to these states \u2013 individually \u2013 that protected their unique\nethnic composition and culture. Assam, in particular, has been railing against\nillegal migrants for quite sometime. While the NRC activity that took place in\nthe state earlier this year, had looked at over 3.29 crore applications from\npeople who had come to the state post 1971, it excluded close to 2 million.\nMost of these were Bengali speaking Hindus and Muslims \u2013 many of whom fled\nduring the 1971 war and have been trickling in ever since.&nbsp; Assam, and other NE states, are protesting\nCAA not because they believe that it excludes anyone (Muslims particularly),\nbut because they are terrified that those non-Assamese who are living in Assam,\nand who were believed to be immigrants, would get citizenship <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second set of protests \u2013 that\nyou are seeing across the country &#8211; are those who believe that the CAA will be\nused with NRC to exclude Indians from citizenship in their own country.\nStudents across the country on various campuses are out to read from the constitution,\nsing the national anthem, and protest the Government actions as being against\nboth.&nbsp; <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;At the time of writing Section 144 is being\nimposed in various cities to ensure that students and others don\u2019t turn gather\nto protest. This is primarily taking place in BJP ruled states. In a way, this\nborrows from the model adopted in Kashmir, if the place is under lockdown or if\nsection 144 is imposed, you can\u2019t really see the protests.
