And, it was a long speech. The Finance Minister made several\nliterary references. Quoting Kashmiri poet, Dina Nath Kaul, she said that\neverything the government did was for the \u201cpayara vatan\u201d or beloved country.\nQuoting Tamil poet Avvaiyar she said \u2018tend to the land, before you take from\nit\u2019. Quoting Tamil poet Thiruvalluvar she reaffirmed the 5 jewels of a great\nnation \u2013 freedom from epidemics and illness; wealth; bountiful agriculture, happiness\nand security. Quoting Sanskrit poet Kalidasa she spoke about the sun collecting\nvapour from drops of water and said that the King does the same \u2013 only takes\nwhat is needed and gives back copiously. The reference to the poets,\nunfortunately, was the only creative aspect of the speech, which seemed long on\naspiration and short on how to get there.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With the given state of the economy,\nwith GDP growth declining, inflation rising, and unemployment going up \u2013 one\nwas expecting bold measures from the Finance Minister. A bit of creativity, a\nbit of jugglery \u2013 a means of punching a way out of the economic mess. However,\nthe budget stopped a long way from that. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the very basic, it was expected\nthat the Finance Minister would announce a tax cut, that will put some money\nback in the hands of the consumer. This would, in turn, spur demand, and as\ndemand rose, factories will kick start \u2013 or come out of stasis \u2013 to meet that\ndemand. When this happens, there will be a rise in employment \u2013 as factories\nhire people. This in turn will bring more money into the economy, in the way of\nincome \u2013 and the virtuous cycle of growth will start again. Or that was the\nexpectation. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The finance minister did oblige us\nwith a tax cut or sorts. So instead of the earlier complex system, replete with\nexemptions; we now have two systems. One with fewer, higher, tax slabs and lots\nof exemptions \u2013 and the second with lots of lower tax slabs, and no exemptions.\nThe individual tax payer has to choose one or the other. Right now it appears\nthat the lower tax slabs will end up costing you more in taxes than the higher\ntax slabs. Though it will take April\u2019s salary \u2013 for those who have a job and\npay taxes on their salary \u2013 to find out if one really benefits or not. Right\nnow, it doesn\u2019t seem that this activity would have any impact on the growth of consumption\nor the generation of wealth. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The second thing that was expected\nof the government was a boost to the rural economy, which is in acute distress.\nRural India accounts for <a href=\"https:\/\/www.businesstoday.in\/sectors\/jobs\/unemployment-rate-rises-75-during-sept-dec-high-among-educated-youth-cmie\/story\/394224.html\"><strong>about\n66% of India\u2019s unemployment<\/strong><\/a>. One of the key drivers of rural growth in\nIndia has been the MGNERGA safety net. MGNREGA, started in 2005, was aimed at\nproviding livelihood security for all adults who can perform manual unskilled\nlabour. For long, it has been the buffer against economic downturns that hit\nIndia. It is this minimum guarantee of work and wages, that guarantees atleast\na 100 days of work a year \u2013 that has been the bulwark against hunger and abject\npoverty. In a bad year for the economy, instead of bolstering the MGNREGA\nallocation to provide more rural relief, the allocation to MGNREGA has been cut\nby 13% &#8211; from 71,000 crore in FY 19-20, to 61,500 crores for the coming\nfinancial year. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\nNirmala Sitharaman was caught between a rock and a hard place. At one\nend is the growing fiscal deficit that needs to be curtailed, and the other the\nneed to revive the economy with strategic initiatives that boost consumption,\nemployment and growth. Right now, it seems that the government is doing an accounting\nand allocating exercise, rather than strategic planning for the future. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There still doesn\u2019t seem to be a\nroadmap to get out of the mess that we are in. A mess that was triggered by\ndemonetisation, exacerbated by a poorly thought through GST, and compounded by\na global downturn. The imagination and insights, not to mention the compassion\nneeded to look at the economy from a micro perspective, putting the citizen at\nthe front and centre of all policy, has not taken off. What we have is more of\nthe same. Right now, that is not going to cut any ice in reviving animal\nspirits.
