From the Proposed Cinematograph Bill 2010

9.      Principles for guidance in certifying films. – (1) A film shall not be sanctioned for exhibition if, in the opinion of the authority competent to grant the certificate, the film or any part of it is against the interest of the sovereignty and integrity of India, the security of the State, friendly relations with foreign States, public order, decency or morality, or involves defamation or contempt of court or is likely to incite the commission of any offence

90% of the films i have watched will come under this 😀

so, if I make a film on Jallianwalla Bagh massacre or the Indo China war or Kargil or 26/11 or a film on the Tamil massacres in Sri Lanka is it likely get censored

Seriously, why is the Government running a censor board. there are fairly efficient producer bodies across the country to be able to handle ratings. TV has managed fairly well for 15+ years without a censor board – and is far more responsible because it listens to the audience …

And if the content does piss off people, there are Courts – be it obscenity or defamation or insulting behavior …
